In a significant step towards strengthening community resilience in one of India’s most challenging high-altitude regions, the Indian Army’s Fire & Fury Corps (XIV Corps) has inaugurated a modern library at Tangtse under the ambit of Operation Sadbhavana. The facility was dedicated in the presence of Nitish Rajora, IAS, Deputy Commissioner of Changthang District.

Equipped with approximately 1,500 books spanning diverse subjects, along with essential amenities such as comfortable reading spaces and climate-appropriate infrastructure, the library is designed to serve students and local residents effectively. In a region where sub-zero temperatures and heavy snowfall often isolate communities for months, this initiative promises a reliable sanctuary for learning and intellectual growth during the harsh winter months. Officials highlighted that the library will significantly enhance access to knowledge, foster a reading culture, and support educational aspirations in remote border areas.
Op Sadbhavana: Legacy of Goodwill and Development
Launched in 1998 by the Indian Army in Jammu & Kashmir and later extended to Ladakh, Operation Sadbhavana (meaning Goodwill) represents a pioneering hearts-and-minds strategy in counter-insurgency and border management. Born in the aftermath of widespread destruction caused by militancy, when thousands of schools and public infrastructure were targeted, the operation aimed to rebuild trust, restore normalcy, and integrate remote populations with the national mainstream.
Over nearly three decades, the initiative has channelled substantial resources into education, healthcare, skill development, women’s empowerment, and youth engagement. From establishing Army Goodwill Schools that educate thousands of students to organising educational tours, vocational training centres, and medical camps, Sadbhavana has evolved into a comprehensive development programme. In Ladakh’s high-altitude terrain, it addresses unique challenges such as limited connectivity and extreme weather, while reinforcing the symbiotic relationship between security forces and civilians.
